A new report by the Clerk to Parliament has pinned Kyadondo East MP, Robert Kyagulanya alias Bobi Wine, alongside  other one hundred and twenty one (121) legislators for missing all committee meetings held between July 1st to October 3rd 2018.

Each Member of Parliament with the exception of ex-officios and ministers sit on a Sectoral and standing committee.

There are 27 committees of parliament, 12 of which are Sectoral committees while the remaining are standing committees. According to the report from the clerk to parliament, standing committees held a total of 126 meetings in the period in question.  This means each committee held an average of 11 meetings.

The Appointments and Business committees chaired by the Speaker, Rebecca Kadaga held one meeting each.  While the Public Accounts (Central Government) held 17 most number of meetings standing at 17.

The 16 sectoral committees held 154 meetings in total, with an average of 10 meetings per committee. However, records show that several members didn’t show up for any of the meetings held between July 1st to October 3rd 2018.

Other MPs  include;  the Kampala Central MP, Muhammad Nsereko, Prof. Ogenga Latigo, Agago North, Ishma Mafabi, Eastern Youth MP and Amongin Jacqueline, the Ngora Woman MP, Mukono North MP, Betty Nambooze, Arua Woman MP, Mourine Osoru and Bukomansibi Woman MP, Veronica Nanyondo Namaganda

Kyagulanyi missed the 27 meetings of both the Presidential Affairs and Human Rights Committees while Nsereko was absent in all the 14 meetings of the Legal and Parliamentary Affairs Committee and the 11 meetings of the Equal Opportunities Committee.

Nambooze missed all the 14 meetings of the Public Accounts Committee (Local Government) and the Sectoral Committee on Public Service and Local Government.

Nakawa MP, Michael Kabaziguruka didn’t attend any of the 27 meetings of both the Rules and Presidential Affairs Committees.

Now, While some MPs missed all the meetings, some members attended few or most meetings. For instance, Opposition Whip and Kiira Municipality MP, Ibrahim Nganda attended only one of the 14 meetings of the Legal and Parliamentary Affairs Committee. He missed all the 14 meetings of the Public Accounts Committee (Central Governments).

Kawempe South MP, Munyagwa Mubaraka missed all the 11 meetings of the Equal Opportunities Committee and attended 3 of the eleven meetings of the Defense and Internal Affairs Committee. Aruu County MP, Odonga Otto missed all the 14 meetings of the Budget committee and attended half of the meetings held by the Tourism, Trade and Industries Committee.

A number of the MPS who include; Nakaseke South MP, Luttamaguzi Ssemakula, Abdu Katuntu, and  Buyagga County MP, Barnabas Tinkasiimire rubbished the report;

It’s worth noting that The Committee chairs and Vice chairpersons earn Shillings 100,000 for each meeting while the Committee members earn Shillings 50,000.
