Two witnesses have testified against the former Buvuma College Headteacher Siraje Kakomo Musisi and chief scout Droti Philip Afema for allegedly engaging in examination malpractice during UACE Examinations 2018.

UNEB dragged the duo to court for allegedly aiding and abetting examination malpractices during last year’s Uganda Advanced Certificate of Education-(UACE) examinations when they leaked a paper for candidates of Buvuma College School, which prompted UNEB to withhold their results.

The court sitting in October  2019 tasked Uganda National Examinations Board-UNEB to table evidence implicating Siraje Kakomo Musisi, the headteacher Buvuma College School and the UNEB scout, Afema Droti for exam malpractice.

While appearing before the Lugazi Magistrates court in October, Ann Kamaali, the UNEB Senior Legal Officer told the court they had sufficient evidence implicating the accused, which she affirmed was is locked up in safe place and would only be accessed on November 15th. 2019.

“Today we were supposed to produce exhibits in court. However, the exhibits are in a warehouse where they set exams from making it difficult to access it,” Kamaali told the court.

Now on Thursday UNEB presented two Witnesses before the court led by James Turyatemba the Deputy Secretary UNEB and Matovu Edmond Peter a teacher at Buvuma College.

According to James Turyatemba, Afema and Kakomo both engaged in examination malpractice which is contrary to section 19 of the UNEB act and disobedience of statutory duty contrary to section 116 of the penal code.

Lawyers representing the accused lead by Caleb Mabiriizi attached to Ssewankambo and co. Advocates have asked the court not to rely on evidence given  Matovu Edmond Peter the witness presented by UNEB, against Kakomo his former boss.

They claim Matovu is fraudulent and is impersonating because he uses two identities and most of his documents are in the names of Kamila Buchu

However, Senior Legal officer for UNEB Kamaali Anne says it’s not a case of impersonation as portrayed by the defense.

Kamaali says their witness Matovu already swore an affidavit adopting the two names he used in court but was afraid to mention that before the court.

Deputy Secretary UNEB JamesTuryatemba has warned all schools in the ongoing examinations who will engage in examination malpractice that they’ll be brought to book.
