Minister of state for East African Affairs Juliius Maganda has quashed allegations that Kyadondo East legislator Robert Kyagulanyi was tortured.
According to the minister the experience that Bobi Wine and his colleagues went through in Arua cannot be pronounced as torture because torture in its self is a very brutal process.
The minister was speaking to members of civil society organizations from across East Africa who converged in Kampala under the theme civil society role in pushing back shrinking civic space in East Africa
