Police have arrested the two hooded men who were recently spotted riding on a motorcycle while brandishing AK47 riffles around Kisasi, a city suburb.

According to a one Ibrahim Bbosa, a boda boda registration number, UEU 497T, bypassed him in Kisasi, a city suburb carrying two men hooded and flashing AK 47 riffles.

Bbosa claims no authority around stopped to question the men, as they rode away peacefully.

According to a statement from Kampala Metropolitan Police, the two hooded men;  Elias Elibu and Charles Emeru were arrested along Bukoto Road by a response team led by DPC Kira Road Police SP. Michael Kasigire and two SAR riffles recovered.

Upon questioning, the suspects told police they belonged to Tactical Security Services a local private security company based at Mutesa II Road in Ntinda.

According to Luke Owoyesigire, the security company was contacted, verified the identities of the security guards and cautioned about the general standard procedures required of all Private Security Organisations (PSOs).

The arrest is also an enforcement of the directive by President Museveni as issued during his 10-point security plan address to parliament in June.

His Excellency the President of the Republic of Uganda while addressing parliament of Uganda on state of security in the country on 20th June 2018, directed that inter-alia persons riding motorcycles,bicycles and driving motor vehicles should henceforth not wear hood.

This also extends to driving, riding while putting on anything that can conceal, obscure facial disposition.
