Just two days back, President Museveni expressed his regret for giving former Kampala Capital City Authority (KCCA) Executive director Jennifer Musisi a huge budget at the expense of other public sectors.
Addressing teachers under their umbrella association of the Uganda National Teachers Union (UNATU), President Museveni said that he was wrong to give Jennifer Musisi a lot of money thinking that she will be able to change the face of Kampala.
” I paid Musisi a lot of money to clean up Kampala but she didn’t, But that is a simple sin. I can repent it and and withdraw all those salaries of the City Council so that we fix your salaries (teachers),” The President said in part.
Now, to add salt to the injury, motor mouthed Tamale Mirundi, the presidential advisor on media affairs suprised many on national TV when he came up and said ”Kampala needs a person of my character to develop”.
Before bragging about having predicted the ‘mafia’ tendencies of Jennifer Musisi, the former KCCA ED, Mirundi said that it’s only a person of his character that can positively transform Kampala.
“Kampala needs a person of my character to develop. I can change the city in six months. Firstly I am not driven by money and ‘mafias’ know what I am capable of doing if they go against me,” said Tamale while appearing on his weekly NBS Show.
Like Museveni, Mirundi believes that the former ED got most of her development implementation strategies wrong because they left the common man wallowing in joblessness. However, it is worth noting that president Museveni, in 2011, ,applauded Musisi for cleaning up the city which he said was very disorganised before her appointment.
Jennifer Musisi, who resigned in December last year ,earned 36million as KCCA executive director with allowances of over 7 million shillings. She is currently working as a consultant at the Bloomberg Harvard City Leadership initiative in the USA).
