The Inspector-General of Police Martin Okoth Ochola has issued stringent guidelines for Forum for Democratic Change –FDC party as they celebrate for their 15th anniversary.

Police have promised to cancel the December 16th event should the party turn the celebrations into an open political rally.

The guidelines issued through Kampala Metropolitan Police Spokesperson, Patrick Onyango, include, having the celebrations indoors, holding no march to and from the venue of the celebrations, not inviting any non-party members,  presenting a clearance from the venue owner and conforming to the section of the Public Order Management Act-POMA that prohibits unauthorized or impromptu gatherings.

Nathan Nandala Mafabi, FDC Secretary-General, wrote to IGP Ochola on November 11 notifying him about their intended anniversary celebrations.

FDC informed IGP that the celebrations will be staged in the stadium’s main parking space.
Nandala asked IGP to contact FDC in case he sought for more details about the scheduled event and venue.

However, the Deputy FDC spokesperson last week John Kikonyogo during a press briefing vowed to defy the Police directive on holding celebrations indoors saying they are hosting a big number of party members and guests who can’t fit or be restricted to one hall.

FDC’S deputy Secretary-General, Harold Kaija, has also scoffed at the conditions set for the party.

FDC was formed on December 16th in 2004 and is slated to mark 15 years of existence on Monday at Namboole.
