The chief magistrate Buganda road court has declared Lubaga North councilor, Abubaker Kawalya FDC, the pioneer speaker of Kampala Capital City Authority -KCCA winning with over 50 percent of the vote.
Miriam Ayo Okello who presided over the voting process on Thursday afternoon at the City Hall in Kampala mentioned that Kawalya who leans more to people power got 17 votes followed by Makerere University Councilor, Doreen Nyanjura, FDC with 14 votes and Kawempe Division Councilor Ssegirinya Muhammad 1 vote.
Ayo added that all the 32 votes cast by the councilors were valid. Thirty-two People had cast their votes including the lord mayor Erias Lukwago and his deputy Sarah Kanyike.
The role of the speaker is to preside over council meetings, a role initially played by the Lord Mayor under the old law.
Meanwhile the deputy speakership race is due for a re-run as NRM’s Bruhan Byaruhanga scored 16 votes which doesn’t count for a one to be declared a winner. Sabuka Doreen scored 13 and the third runner Alice Amonyi scored 3 votes Show quoted text.
Earlier, the aspirants had been given time for campaigns and solicitation of the votes.
On November 28, 2019, President Museveni assented to the KCCA (Amendment) Act 2019 which under its sections 8A and 29A established the offices of Speakers and Deputy Speakers of the Authority and Division Urban Councils respectively
In Kawempe Division Onesmas Mutumba emerged winner with 31 votes followed by Stephen Mungi in the second position with 16 votes.
