The Parliament Appointments Committee has rejected the re-appointment of Dr. Johnson Byabashaija as the Commissioner-General of the Uganda Prisons Service and his deputy James Mwanje over old age.

The two appeared before the committee chaired by the Speaker of Parliament Rebecca Kadaga on Monday for vetting but were rejected because they had hit the 60year age mark which is also the mandatory age for retirement of public servants in Uganda.

After meeting the appointments committee an overly confident Byabasaija clad in a rich navy blue suit expressed optimism that he would be considered as he explained that he retired from public service in 2005 but has been serving on a contract basis renewable after every 3 years.
Byabasaija has served as Commissioner General of Prisons for the past 15 years.

However, Article 217 of the Ugandan Constitution that operationalizes the Prisons Act, 2006 is silent about the age of requirement.
