The fire-breathing speaker of Parliament Rebecca Kadaga has directed the Internal Affairs Minister Gen. Jeje Odongo to investigate and present a statement to Parliament explaining the torture and subsequent hospitalization of the tormented Mityana Municipality Legislator on Thursday this week.
Kadaga says this will inform parliament to take action against perpetrators of torture of the MP and Ugandans.
On Tuesday morning, Kadaga expressed concern about how Francis Zaake ‘s human rights were trounced on during his dark days in the security coolers where he spent several days.

She adds that the ailing legislator personally told her that the reason for his eye complication was pepper spray in his eyes.
A bitter Kadaga stressed that his Human rights were violated by the brutal treatment he underwent while in police custody.
”He was beaten and battered, he told me that pepper spray was sprayed directly into his eyes…he was in police custody for several days and they must account for his injuries. This is a violation of human rights and I think really it’s unacceptable,” said Kadaga.
Kadaga noted that Zaake has been arrested on four occasions and at all times badly beaten.

She also warned against the practice of arresting people towards the weekend and presenting them to courts without jurisdiction.
Zaake was picked up by police in April for allegedly distributing food to his constituents in defiance of the Presidential directive that all relief food be handed to Covid-19 National Task Force.
He was taken to the Special Investigations Unit (SIU) and Chieftaincy of Military Intelligence (CMI) where he was reportedly turned into a punching bag and denied access to visitors and food, till his health started to deteriorate to the point of him collapsing.
Zaake was admitted to Kiruddu Hospital by police on oxygen before being transferred to Rubaga Hospital last week for treatment after a cry for help from his family about the MPs deteriorating health.

On Monday Zaake narrated to the media for the first time how he underwent the most horrible experience he has ever had in the hands of the Special Investigations Unit (SIU) and Chieftaincy of Military Intelligence (CMI).
Zaake revealed that during his torture, he fed on only one meal of porridge a day and was denied all visitation from anyone including his family.
Police have also come out to say they have started looking into a case of torture involving the tormented legislator
The police mouthpiece Fred Enanga has revealed that they obtained a statement from the bedridden Mityana Municipality MP on May 4, 2020, and will conduct investigations into the allegations that he was tortured.
