Kampala Capital City Authority (KCCA) has indicated that the Kasanga based four stored construction site that collapsed burying about 20 people lacked an architectural plan.

At close to midnight on Sunday, the building in Kiwempe, Kansanga in Makindye division suddenly collapsed claiming the lives of over 10 people and injuring many who were sleeping at the site.

Now Andrew Kitaka, the Ag. Executive Director KCCA says the proprietor of the fallen building identified as Abraham Kalansi was constructing illegally because he failed to follow the right protocol and obtaining a building plan before proceeding.

Kitaka says the owner of the building was ordered to stop constructing March 13th , before he even reached the first floor but stealthily resumed works rapidly in the light of the lockdown after KCCA stopped supervision.

He explains that the right protocol involves having proper documentation, working with qualified persons, and getting an architectural plan approved by KCCA before embarking on construction.

Kitaka also hit back at critics who accused KCCA of aiming after shooting saying demolishing a building is a process and not one day’s job.

“There is a lot of procedure you have to go through to demolish a building and when you find someone who is not law-abiding they can continue with construction and by the time you come to demolish the building it is already very far,” he said.

He also indicated that KCCA is currently working on having laws in place that will enable them to enforce the demolition of a faulty building within a week regulate stubborn proprietors.

Kitaka has also urged local leaders-LC’s to always stay vigilant and watch out for any buildings that are being erected to see if indeed they have approved plans.

KCCA and the Minister for Kampala on Tuesday also revealed that the building was not approved by KCCA and the Engineers used inadequate materials to support the structure.
