CID To Investigate Acholi Forum
Police have trashed ongoing reports that the arrest of the Aruu County Member of Parliament, Samuel Odonga Otto was instigated by the Deputy Inspector General of Police.
This follows claims by politicians under the Acholi Forum that the Deputy IGP Maj. Gen. Paul Lokech was responsible for throwing Odonga Otto into police custody.
Deputy Director of Criminal Investigations Directorate, Francis Olugu says Otto’s arrest stems from charges against him between 2018 and 2019 even before Gen Lokech joined the Uganda Police Force.
Otto assaulted a driver, Henry Mugisha, and damaged his Fuso Truck registration UAR234C from Ogan-kanakok in Pajule Sub-county on May 6th, 2018.

2 other cases involve the assault on a journalist in 2019 while the case of illegal gun possession was 3 years ago.
Olugu says the police are also investigating a message circulated by a leader on a popular WhatsApp Group, Acholi Forum inciting people to demonstrate against the arrest of Odonga Otto.
Otto was last week arrested at Gulu City for illegal possession of a gun, assault, malicious damage to property, and occasioning bodily harm on a driver.
During his arrest at Pader Central Police, Otto kept shouting the name Gen Lokech as the mastermind of his arrest.

Otto was on Friday remanded to Gulu prison after being charged before the Pader Magistrate’s court with 2counts of causing malicious damage to property and bodily harm.
The Magistrate had fixed April 6th as the date for hearing the case.
