Police have warned individuals involved in the criminal activity of operating a parallel structure registering and issuing national IDs.
According to Gilbert Kadilo, NIRA’s communications director, it has come to their attention that a criminal racket has been taking huge sums of money from Ugandans to replace their lost Identity Card or to obtain birth certificates.
Kadilo says the thugs charge their victims 3 times more than the 50.000 shillings required by NIRA.
He adds that NIRA has contacted police and other security agencies to crackdown culprits because the integrity of the National ID project is a security concern.
He further states that they have credible information that shows that NIRA branches in the Kampala metropolitan area have already been infiltrated by former employees who engage in these acts.
It is reported that NIRA offices in Kololo, Makindye, Lubaga and Kampala Central are the most infiltrated by search persons who are running a parallel registration and issuance of genuine national IDs within the state structure.
Kadilo says these groups use forged Local Council One –LCI letters and stamps of any villages and cause applications to be approved and processed in the national ID system.
Other forged documents used are letters of District/Division Internal Security Officer –DISO.
“We wish to acknowledge that there are cases of individuals who have attempted to use their know-how of our system to obtain money under the guise of expediting the process, and the vices they use include forgery of LC letters and stamps; forgery of DISO stamps and brokerage of services,” Kadilo explains.
