Attacked RDC’s Office
Police in Masindi have clarified that the man who raided the office of Masindi Resident District Commissioner-RDC with a sharp knife last week is mentally ill.
Last week on July 7, 2021, Joseph Serugo stormed the RDC’s office with a knife in his pocket and asked to present an important document to, the RDC Florence Kobusinge Kirabira.
Serugo is a resident of Gayaza B village Nangabo sub-county in Wakiso district but was recently transferred to Masindi for work.

Serugo was nabbed by the RDC’s security detail after a sharp knife dropped out of his pocket while being questioned.
However, Julius Hakiza, the Albertine Region police spokesperson, says that they subjected Serugo to a mental health checkup, which showed that he is a victim of mental illness.
He says that they also obtained information from his home district indicating that he once spent time at Butabika National Mental Referral Hospital.
He says that they are arrangements of transferring Serugo to Wakiso district for attention by his family members.
