Lawyer Mabirizi does not run short of surprises – Prime Minister Robinah Nabanja and some of her cabinet ministers will not like his latest drama.

Lawyer Male Hassan Mabirizi Kassim Kiwanuka has written a letter to the Clerk to Parliament, alleging that there are 16 members of the cabinet that he has information do not possess senior six qualification.

Lawyer Mabirizi in a letter dated 23rd July 2021, wants the Clerk to Parliament to grant him access academic documents submitted for approval of Prime Minister, selected cabinet and ministers of state.

Lawyer Male states: “I address you in pursuant to Article 41 of the constitution which provides that “Every citizen has a right to access to information in the possession of the state or any other organ or agency of the state…”.”

He demanded: “Without prejudice to my legal challenges against approval of Prime Minister, Cabinet & Ministers of State for the 2021-2026 term, I request for copies of academic documents as submitted for approval by;

  10. Francis Musa Ecweru
  11. Aisha Sekindi
  12. Persis Princess Namuganza
  13. Anifa Kawooya Bangirana
  14. Joyce Juliet Nabbosa Ssebugwawo
  15. Charles Engola Mac-Odwogo Okello

Lawyer Male alleged: “I have information that the above persons have never completed a minimum formal education of Advanced Level standard or its equivalent as required by articles 80(1)(c), 108A(1) & 114(2) of the Constitution hence not qualified for the position.”

In his letter, he claims: “Accordingly, the documents they presented have many question marks which may lead to criminal proceedings against them including but not limited to GIVING FALSE INFORMATION & UTTERING FALSE DOCUMENTS, Contrary to Section 115(a) & 351 of The Penal Code Act.”

Lawyer Mabirizi goes on: “Please note that Sections 3,5 & 34 of The Access to information Act 2005 require mandatory disclosure of the requested for documents.”
