The embattled LC III Chairperson of Wobulenzi Town Council, Moses Ssebalamu, has been remanded to Kitalya Government Prison until November 24, 2021, on charges of  inciting violence.

Ssebalamu, who was arrested last Sunday, appeared before the Luwero Grade I Magistrate John Paul Obuya on Tuesday where he was remanded for contravening section 83 (1) of the Penal Code Act. He was immediately sent to Kitalya Prison with Police Patrol.

Police arrested Ssebalamu after a shootout incident on Saturday night involving a police officer who fired live bullets at locals in a bar. One person identified as Ivan Seppuuya, a resident of Kigulu zone in Wobulenzi town, succumbed to bullet wounds  at Mulago Hospital.

Another local, Beatrice Nakitende, a resident of Kikoma zone, was also shot and is still nursing injuries at Mulago Hospital.

Police claims that Ssebalamu incited locals to attack the police officer with stones, who in turn felt compelled to open fire in self defence. The officer, whose identity is still unknown, remains in police custody.

However, Police said that the Officer in Charge Of Wobulenzi Police Station ASP Keneth Masette commanded a night operation with four other Policemen and fired 13 bullets after locals pelted them with stones.

Isah Ssemwogerere,  the Savannah Regional Police Spokesperson says that the four policemen were arrested and their guns taken as exhibit. He confirms that the Policemen will be charged soon.

Meanwhile ,Erastus Kibirango, the LC 5 Chairman of Luwero district and lawyer to Ssebalamu, says he is not aware that his client was presented to court and remanded. He, however, says plans are underway to review his file, get a production warrant before applying for Court bail.
