Mpuuga demands ‘donation policy ‘
The Leader of Opposition in Parliament Hon Mathias Mpuuga wants the government to develop a donation policy showing the purpose, form, and value of any donation .
Mpuuga says that this will ensure certainty in the process especially at a time when he believes donations are being abused and used as a form of patronage towards individuals and organisations.
Mpuuga says currently,there is no legal limit on who qualifies for these donations and the executive arm of the government is taking advantage of this to seek favour from the public .
He has blamed the President for supporting religious ,cultural and political leaders in form of cars and cash saying this is long employed tokenism . Mpuuga says this compromises the use of their platforms in holding the government accountable.
“The President has not helped matters in the way he deals with donations ,they are his personal preserve and he is using them to patronize individuals and institutions,religious,cultural and political leaders alike because there is no legal limit or housing on who can qualify for one and to what magnitude.”he said

President Museveni has made and fulfilled various donations to individuals and institutions during his term of service,Some donations have been made during visits to.
These donations range from supporting the district to build offices to giving financial aid to women and youth SACCOs ,buying cars for religious and cultural leaders among others .
All money or items the President donates come off a parliamentary appropriated budget,complete with audits in every financial year through the State House Comptroller.
Museveni’s budget for donation jumped from Shs 80 billion in 2018 to Shs 200 billion in the next budget. In total, State House budget has grown from Shs 274 billion in 2018 to Shs 407 billion.
