President Yoweri Museveni thrown out Maj Gen Abel Kandiho as the Chieftaincy of Military Intelligence (CMI) boss, replacing him with Maj Gen James Birungi.

This is part of new appointments to the Army made by the commander in cheif of the armed forces but the news was confirmed by Land Forces Commander, Lt Gen Muhoozi Kainerugaba.

“I congratulate both Maj General Abel Kandiho and Maj General James Birungi on their new appointments,” Lt Gen Kainerugaba tweeted.

Maj Kandiho will now serve in South Sudan, taking over duties of Maj Gen Birungi assembling, screening, demobilization, and integration of the armed forces.

Maj Kandiho was in December last year sanctioned by the US and banned from traveling there for being personally involved in the abduction and torture of government critics.

According to a statement from the US government, Maj Gen Kandiho participated in numerous human rights violations by arresting, detaining, and physically abusing persons in Uganda. The US government added that people were being targeted due to their nationality, political views, or critique of the Ugandan government.

In addition to that, the neighbouring Rwanda has accused the Gen Kandiho of harassment and illegal detention of its citizens.

Recently, Gen Kainerugaba held a closed door meeting with President Kagame in Kigali, Rwanda, and it remains to be seen whether part of the agenda was the former CMI boss.
