Former Police CID spokesperson D/ASP Twiine Mansio Charles has been slapped with grave charges including incitement to assassinate the President and hauled before the Buganda Road Chief Magistrate’s Court alongside National Unity Platform’s Noah Mutwe, real name Mitala Noah.

Twiine, once the no-nonsense face of police investigations, is now at the heart of an explosive case (No. Buc.co. 0887-2025) that has left tongues wagging across Uganda. Prosecutors allege that the outspoken cop used social media between January 2024 and May 2025 to incite Mutwe into orchestrating a deadly paver attack on the President , all motivated by political opinions.

Count after count paints a damning picture of a man accused of hate speech, tribal attacks, and digitally-led defamation.

He allegedly branded Speaker Anita Among a “rotten human being and the sponsor of killings in Bukedea”, called the CDF General Muhoozi Kainerugaba a “fat pig and crook”, and labelled Deputy Speaker Thomas Tayebwa a “fraudster and money launderer”.

The courtroom was tense as Twiine and Mutwe, both cuffed, stood side by side , an unlikely alliance between a police elite and a known opposition figure. The charge sheet, sourced from CPS CRB: 803/2025, details six major counts plus multiple alternative charges under the Penal Code and the Computer Misuse Act, including: incitement to violence, hate speech and malicious information

Court documents indicate that Twiine allegedly used his digital platforms to spread “degrading” messages targeting Uganda’s top brass.

Both suspects have been remanded until June 5th to Luzira as investigations widen.

Twiine, who mysteriously went off the radar days ago after a high-level meeting with the IGP, was reportedly picked up by Special Forces Command (SFC) before being handed over to Counter Terrorism.

If convicted, the fallen officer faces years behind bars.
