President Museveni praises Oyam

President Yoweri Kaguta Museveni has praised the people of Oyam District for their support, noting that the district has ranked first in Northern Uganda and fourth nationally in implementing the Parish Development Model (PDM).

President Museveni focused on wealth creation, economic transformation, and leveraging government programs like the Parish Development Model (PDM). He addressed a large, enthusiastic crowd despite heavy rain, emphasizing continuity under the NRM’s 2026-2031 manifesto.

Addressing residents, Museveni revealed that so far Shs 15.26 billion has been disbursed to 15,358 beneficiary households across 74 parishes. He noted that out of 110,658 households in the district, 56,340 were in the subsistence economy, and the PDM is playing a key role in transforming livelihoods.

“Chase poverty from your homes and do it by bringing something that will put food on your table and money in your pocket. The govt already gave you the means through the PDM, Shs. 100m per parish per year. In 5 years, that is Shs. 500m in one parish.” he said

He stressed shifting focus from infrastructure to wealth creation, saying the country must now prioritize “putting money in your pocket” through programs like irrigation schemes, valley dams for year-round farming in drought-prone areas, and secure land tenure for agricultural investment.

President Museveni praises Oyam

He instructed the government to establish industrial parks in Oyam (and nearby Nwoya) to harness Karuma hydropower for manufacturing, job creation for youth, and markets for farmers. He stated this would “catalyze manufacturing and stimulate regional economic growth.”

On education, the president mentioned that Oyam now has 109 government primary schools and 160 private primary schools, along with 10 government and 10 private secondary schools.

Museveni assured that, if given another term in the upcoming elections, his government will expand educational access by ensuring all parishes have government primary schools and all sub-counties have government secondary schools.
