Is it safe to say the former Director-General of Internal Security Organisation (ISO) Kaka Bagyenda, backed out of his ambassadorial role because of fear or that he was confirming rumors that he had declined the role because he was sacked?

Col Kaka didn’t turn up for the vetting process by the parliament’s appointments committee that was supposed to happen on Thursday morning.

He reportedly sent a message explaining that he couldn’t turn up because he was unwell.

Col Kaka was appointed ambassador to Angola in October 2020 shortly after he was sacked from the Internal Security Organisation (ISO) and replaced by Charles Oluka.

He was reportedly entangled in multiple accusations of detaining and torturing suspects in safe houses which was damaging the reputation of the state spy agency.

Members of the committee were itching to pin Kaka on the allegations of torture and how he undermined parliament.

”He knew that’s why he didn’t come, he didn’t honor the invitations of parliament because he knew there would be repercussions, no member would have supported him, earlier on he had undermined the powers of parliament asking questions who is parliament and what is the role parliament when they invited him to answer questions regarding to safe houses, he would have scored 0.00 percent the Nakaseke South Member of Parliament Luttamaguzi Semakula said

The members had planned to send Kaka back to the Human rights committee which he snubbed in February after parliament censored security minister Elly Tumwine over torture in safe houses under his watch.

”Kaka Bagyenda on 28th October picked letters from parliament that invited him and asked him whatever was demanded of him to go through the normal process of vetting as an ambassador, ever since then nothing has been heard about him, however, he was smart, none of us could have accepted him, we would have pushed him first to the human rights committee where he refused to attend,”  Kalungu West MP Joseph Ssewungu said

The committee only vetted Hassan Galiwango, who said his interaction with the committee was fair. He said he would focus on improving trade between Uganda and Kenya.
