The Attorney General Kiryowa Kiwanuka has said all rape convicts will be sentenced to death in 3 days once the supreme court makes revision.
While appearing before the parlimentary commitee on legal affairs ,Kiwanuka revealed that the Uganda Law reform has proposed to revise to the current sentence of life imprisonment with a death penalty for rape in the penal code.
Under the Act Penal Code (Amendment) Act 2007 (2) The amount of compensation shall be determined by the court and the court shall take into account the extent of harm suffered by the victim of the offence, the degree of force used by the offender and medical and other expenses incurred by the victim as a result of the offence”.
‘Kiwankuka explained to the commitee that ”I am a prognet of death for certain things and it should be mandatory ,you cannot tell me,you are going to defile a chjild of 3 years and the world should treat you as a normal human being,you should be killed so ,because you have in essence killed that child,why should you get 1 year ,8yrs ,14 yrs it is unacceptable.
He wants the penal code to make the offences more harsh inorder to resolve such crime.
‘Kiwanuka says:’If we probably say you will be killed within 3 days of your final connviction,yes ,because then you will be telling them that you will showerly die ,that the moment you have been convicted by the supreme court,3 days after your conviction you will die ”
Kiwanuka was appearing before parliament’s committee on legal and parliamentary affairs to discuss proposals made by the president to return the Sexual offences bill for assention by the president.
President Museveni that he refused to sign into law after it was passed by the 10th parliament.
The bill sought to criminalise utterance of any words, making any sound or gesture or exhibits to another person that are sexual in nature.
Museveni said the new legislation is redundant since there are many other laws on sexual offences.
The sexual offences bill had also proposed a 8-year sentence for crimes of rape.
