The Lord Mayor Erias Lukwago is still spitting fire at a government position to rid Kampala City of unregistered Boda bodas.

Lukwago recently sued the Attorney General, Minister for Kampala Capital City Authority, and Kampala Resident City Commissioner to block the training, registration and uniforming of Boda Boda riders.

Lukwago accuses the Minister for Kampala Metropolitan Affairs and Rubaga Deputy RCC, Anderson Burora of reducing the number of Boda boda operators at specified stages and within KMP to only 7000 out of 200,000.

He says a section of RCC’s in Kampala have connived with the Minister Kyofatogabye Kabuye to reduce operators on grounds that there are criminal elements within the business that need to be slashed, adding that this is being under the disguise of Smart City.

On Monday July 11th, 2022, the Kampala Capital City Authority-KCCA Executive Committee led by the City Lord Mayor Erias Lukwago,  Deputy Lord Mayor, Doreen Nyanjura, and councilors Olive Namazzi, John Mary Ssebuwufu, and Kizza Hakim Sawula, filed its petition before the Civil Division of the High Court.

The petition was among other things seeking judicial review on a directive by Kyofatogabye Kabuye, the Minister for KCCA prohibiting all unregistered boda bodas from operating in the Kampala Metropolitan Area.

Lukwago wants KCCA to put in place an ordinance to regulate Boda boda operators and public transport. He wants the court to issue an injunction restraining the respondents and their agents from implementing all the directives in their suit and declaring them null and void.

However, Anderson Burora, the RCC Rubaga Division, says that will continue as scheduled despite attempts by the Lord Mayor to halt the process. Burora says that this method pays taxes and ensures the safety of the road user, passengers, and property.

He says they have extended an olive leaf to Lukwago to meet and discuss the importance of the exercise in formalizing the informal transport sector into a legally binding structure.

“We have requested the lord mayor to meet with the RCCs to harmonize on what seems to be bad yet we all are moving in the same direction.No campaign is going to stall or stop, this means that the registration, training and registering will continue,” Burora says
