Joint Security Forces in Kampala Metropolitan Area have captured the supreme leader of a newly formed rebel group behind terrorizing and killing people in Kampala and its surrounding.

The suspect, Ssemwogerere Frank David alias NDUGWA, alias “Colonel”, is accused of conniving with a bigger group to steal from security officers in areas of Wakiso, Mityana , Kiboga and Kassanda among others.

Ndugwa formed his rebel base in 2021 and the gang has since been robbing and killing members of the armed forces. Colonel is said to have trained his recruits in weapons and military drills at Wabanyira and Kikandwa villages .

Fred Enanga, the Uganda Police Spokesperson says the arrest now brings the total number of rebel suspects in custody to 22.

He says the same group is believed to be behind the killing of four police officers at Busunju (CPL Okech and PC Kigongo Moses) and in Nakasegele village, Nakasozi sub-county (SPC Ndimba Paul and CPL Francis Nsubuga).  All 5 guns which were robbed during the attacks were recovered.

Enanga adds that the suspects will be arraigned before the General Court Martial (GCM) with various counts of murder C/S 188 and 198 of the Penal Code Act; Aggravated Robberies C/S 285 and 286(2) of the PCA; Treachery C/S 129(a) of the UPDF Act, 2005; and unlawful possession of firearms C/S 3(1) and 2(a) of the Firearms Act.
