MPs Gerald Karuhanga is accused of flouting Parliaments rules by rushing to court to block Shs10 Billion Covid-19 facilitation to members.
Ntungamo Municipality MP Karuhanga rushed to Civil Court of High Court after his call to call off the move was overpowered by majority ruling on the floor of the house during plenary.
The youthful MP secured an injunction from court blocking the cashing of Shs20M to each MP.
Speaker Kadaga and MPs were not amused by the court injunction after banks refused to move the money to individual MPs’ accounts.
In Thursday’s plenary, Butaleja MP James Waluswaka took to the floor to demand Kyadondo East MP, Robert Kyagulanyi explains why he branded the Shs10Bn to MPs a bribe.
Waluswaka blasted: “People think that this House can be bribed to carry out its mandate. Hon Kyagulanyi should be asked to explain.”
In the same breath, Speaker cited Parliament rules to call for Karuhanga to be join Kyagulanyi to appear before Parliament’s Disciplinary Committee.
She cited: “Under our rules of procedure, any MP who loses a motion against a majority is obliged to stand up in the House and complain. But not to rush to court to overturn Parliament’s majority vote. The MPs who rushed to court, flouted our rules.”
On the judgement, Kadaga argued: “The judgement was not on MPs’ bank accounts. We’ve always complained about poor legal representation by the Attorney General. The cash was wired on 17th April while the suit was filed on 21st. I therefore beg to differ.”
Kadaga explained the gist of the facilitation: “A meeting between the President, myself and the Prime Minister, yesterday, discussed the role of MPs in the fight against the Covid-19. Pursuant to that the Parliamentary Commission has charted out the following guidelines.”
On the role of the MPs, The Speaker said: “MPs shall be incorporated in District task forces. Special interest group MPs will be incorporated in the National Task force.”
She added: “An MP will spend the 20m/- only on interventions meant to support the national response; in respective districts. MPs will agree with District Taskforces on what best to spend on; e.g food.”
