Speaker of Parliament Jacob Oulanyah has attacked government for flouting the rules in the rearrests of two members of Parliament Allan Ssewanyana and Muhammad Ssegirinya.
Speaker Oulanyah adjourned the house to Wednesday after the Leader of Opposition, Mathias Mpuuga led his members out of the house following an unconvincing response over the rearrests of Ssewanyana (Makindye West) and Ssegirinya (Kawempe North) from the Attorney General Kiryowa Kiwanuka.
The speaker commended Mpuuga for peacefully walking out of the chambers before blasting: “The biggest problem we have in this country are the technical people. Technical people must learn how to step down instructions that come from their leaders in terms of being implementable within the law, just follow the law.”
Oulanyah charged: “Can we just do things right? The biggest problem is the technical people who rush to implement. The Constitution is clear on procedure. Why flout the rules! Can we just do things right?”
He went on: “It is problematic, there are things that should be avoided, the constitution and all supporting laws are clear about processes and procedures, why flout them?, what is the emergence?”
The Speaker and Leader of Opposition were angered by the submission of the Attorney General Kiryowa who explained: “They can go back as many times as the offences they commit. MPs will be presented in court. They can be rearrested as many times as the offences they commit.”
Oulanyah had demanded earlier: “Unless we get answers to the questions I have asked, we shall not proceed with this sitting.”
The Speaker told the house that his office was never notified by police of the rearrests of MPs, Ssewanyana and Ssegirinya.
He went on to suspend the House for 15 minutes to allow the Government Chief Whip get the Minister of Internal Affairs to come and offer an explanation.
The Speaker has demanded to know the circumstances under which the two MPs were rearrested by police.
In response to the Speaker, David Bahati, the Minister of State for Finance and Planning, requested for time to allow the Minister of Internal Affairs Kahinda Otafiire to come to Parliament to provide an explanation.
However, the Prime Minister and Leader of Government Business in the house, Robinah Nabbanja confirmed that the MPs were rearrested and that Ssewanyana had already been interrogated and had made a statement in the presence of his lawyers.
Nabanja told the house Ssegirinya will also be doing the same.
Leader of Opposition, Mpuuga, before storming out of the house in outrage, submitted: “The families of the two MPs have been denied access to them. Ssewanyana hasn’t been produce in court beyond the 48 hours and we are here legislating normally.”
