Masindi man who flogged, stripped uncle naked in viral video netted
Police in Kampala have taken into custody a fiery man who was captured on film battering his uncle for reportedly stealing his money.
The suspect Mwesigwa Mustafa alias Karungi is a resident Kigura North Central Division in Masindi Municipality tortured Asingwire Agaba Conrad , 52 Karama Cell in Masindi on April 02.
Police Spokesperson Fred Enanga says the suspect repeatedly flogged his uncle, dragged him on the mud and later stripped him naked and told him to move stark naked on allegations of theft.

He says it has since been established that Agaba is mentally ill and his condition is known to the entire family. The suspect claimed that Agaba stole his money, However, he failed to prove his allegations.
Enanga states that Mwesigwa fled the village after the unthinkable act and had been on the run until recently when police officers attached to the Criminal Investigations Department (CID) traced and arrested him down in Kampala before transferring him to Masindi.
He adds that Mwesigwa confessed to harshly torturing his uncle and has since been charged in the courts of law with aggravated torture.
The police spokesman has condemned all acts of torture and warned the public from engaging in such vices.
Acts of torture are criminalized under the Prevention and Prohibition of Torture ACTV, 2012 (PPTA), where a penalty for a case of torture attracts a sentence of up 15 years imprisonment, and life imprisonment for aggravated Torture.
Torture is also prohibited under Article 24 of the Constitution which states that:
“No person shall be subjected to any form of torture, cruel, inhuman or degrading treatment or punishment.” Article 44 also makes the right to protection against torture, cruel, inhuman or degrading treatment or punishment a non-derogable right.
