The Uganda National Examinations Board (UNEB) has warned of tough penalties to heads of examination centers and school directors inflating fees for registration of learners.

The normal registration period for Primary Leaving Examination, (PLE), Uganda Certificate of Education (UCE), and Uganda Advanced Certificate of Education (UACE) is underway until May 31, 2023. The fees are as follows for PLE candidates pay 34,000 shillings, UCE 164,000 while UACE candidates pay 186,000 shillings for privately sponsored learners.

Masikye says for candidates under the Universal Education program, there is no payment for registration.

 “As it has always been the case, the government will pay the registration fees for all the candidates sponsored under any of the three Universal Education programs – Universal Primary Education (UPE), Universal Secondary Education (USE), and Universal Post O-Level Education and Training Program (UPOLET)” he said

However, a surcharge is available for candidates who register late stretching to June and July 2023.

It includes Shs68,0000 for PLE, Shs 246,000 or Shs328,000 for UCE and 279,000 or 372,000 for UACE learners for June and July 2023 respectively.

However, the Director Examinations at UNEB, Nangosya Mike Masikye told journalists at the Uganda Media Centre on Thursday that culprits of increasing UNEB fees risk vomiting 40 million shillings under section 33 of the UNEB Act 2021, jail time or loss of examination center numbers among other offences.

” Such an offence attracts a penalty of two thousand currency points (Forty Million Shillings) or a term of imprisonment not exceeding ten years or both. Additionally, the person convicted shall pay back the amount that is not prescribed by UNEB to the concerned students or their sponsors. For a registered teacher if convicted, to face discipline under the relevant laws regulating the teaching profession.” he says

Masikye has further tasked parents or members of the public who fall victim of this vice to file complaints to the nearby police station.

Uneb has made adjustments to the registration program. To register, learners are required to present birth certificates, digital photographs , a National Identity Number (NIN) which is optional, previous result slips among others.

Missing Resultslips;

Uneb says a total of 51 schools are missing 3,972 result slips for PLE for the year 2019 and this is a requirement for registration. Masikye says the slips have since been printed , signed and taken by a designated officer at KCCA and will be issued to the required learners.

Validation of Center numbers;

UNEB will carry out a validation exercise between April 24 to May 10 2023. The examination body has tasked unregistered schools wishing to apply,to expand or those who missed the previous time to apply.
