Local tycoon fakes lawyer papers documents

Police have launched a manhunt for one Kamoga Muhammad, 40, a businessman dealing in Foteya oil and a resident of Bugabo–Garuga, Katabi Town Council, Wakiso District.

According to Kampala Metropolitan Police Deputy Spokesperson, Luke Owoyesigyire, Kamoga is wanted for a series of forgery, uttering false documents, and obtaining registration by false pretense offences.

Owoyesigyire says that Kamoga faces 14 counts before the Chief Magistrate’s Court of Entebbe under Criminal Case No. ENT-00-CR-CO-0836-2023. The charges include nine counts of forgery, three counts of uttering false documents, and two counts of obtaining registration by false pretence, all contrary to the Penal Code Act, Cap 128.

Police say that between February and May 2021, Kamoga is believed to have faked land transfer forms and a lawyer’s practicing certificate, which he then used to illegally register land in Busiro Block 435 and other plots in Wakiso District.

The forged documents, according to police, were used to facilitate illegal land transfers and registrations, leading to the loss of genuine land ownership by rightful proprietors. The police say the fraudulent transactions were detected after discrepancies were discovered in the land records, prompting a criminal probe.

Following the investigations, His Worship Tibayeita Edgar Tusiime, the Senior Magistrate Grade I at the Chief Magistrate’s Court of Entebbe, issued a warrant of arrest for Kamoga on October 6, 2025. The order directs any police officer to apprehend the suspect and produce him before court to answer the charges.

“The warrant clearly directs that the said Kamoga Muhammad be arrested and produced before the Chief Magistrate’s Court of Entebbe without delay,” Owoyesigyire noted.

He further appealed to the suspect to report himself to the nearest police station or appear before the Chief Magistrate’s Court of Entebbe immediately to avoid further inconvenience.

“We also urge members of the public who may have any information on his whereabouts to share it confidentially with the nearest police station or contact us through the police toll-free lines,” he added.

Owoyesigyire says that the police remains steadfast in hunting for suspects involved in land-related fraud, forgery, and document falsification.

“The Uganda Police Force remains committed to ensuring that all persons involved in acts of forgery, fraud, and land-related crime are brought to justice,” he said.

Police sources revealed that the search for Kamoga has since been intensified across Wakiso, Kampala, and Entebbe, where the suspect is believed to have business links and properties. Detectives from the Criminal Investigations Directorate (CID) and Kampala Metropolitan Police are coordinating efforts to trace and apprehend him.

Forgery and obtaining registration by false pretence are serious offences under Ugandan law. If convicted on all 14 counts, Kamoga faces up to 7 years for each forgery and uttering charge, and 5 years for each false registration count, though sentences may run concurrently or consecutively at the judge’s discretion.

Meanwhile, the police have called upon the public to exercise vigilance, especially in land transactions, and to verify all documentation with the relevant offices before making any payments or transfers.

Police have warned persons engaged in land fraud that no one will be shielded from the law.

“Forgery and land fraud have caused immense suffering to many Ugandans. We are intensifying our operations to dismantle these criminal networks and hold everyone accountable.”Owoyesigyire stressed.
