Cecilia Ogwal has always been on the opposing side with the appointing authority but his recent cabinet has been ‘extremely exciting’.
President Yoweri Museveni handed three of the top four positions in his cabinet to women including the head of government business, Prime Minister Robinah Nabanja, Vice President Jessica Alupo, 1st deputy Prime Minister Rebecca Alitwala Kadaga and 3rd deputy Prime Minister Lukia Isanga Nakadama.
Cecilia Ogwal is extremely excited about the particular appointment of the Prime Minister Nabanja. Cecilia Ogwal was responding to the motion to thank the President for the clear and precise exposition of government policy contained in Address on the State of the Nation By H.E President to Parliament on Friday 4th June, 2021.
The Dokolo District Woman MP Cecilia Ogwal hailed: “I want Parliament to know that as a mother of this country, I was extremely excited for the President to recognize that the best fishermen in Uganda are the Women.”
Cecilia Ogwal excited the house: “As if he listened to my speech as we closed the 10th Parliament. Because I was condemning gov’t to have forgotten that women also qualify to be Prime Minister and can occupy top leadership positions.”
Ogwal, FDC MP, went on: “I am very happy today that the President through the eyes that he has was able to listen to the cry of the mothers like me.”
She, however, noted: “I want to bring to the attention of the President that the recent Appointments of the Permanent secretaries, only three are from the East going through North upto West Nile; I can only blame those who advice the President. Because this time he was only looking for Fisherman yet the Langi, Acholi and the Iteso are very good Fishermen/Women.”
Cecilia Ogwal highlighted: “The President is the Fountain of Honour and so we cannot condemn him if anything went wrong. But we can only condemn the people who are supposed to help him do a good job.”
